Energy efficiency is a major trend: the sharp energy price increases with wide economic and social implications, the longer-term issues of security of supply as well as the climate protection commitments draw the attention of many decision makers to energy efficiency right now. Several important European initiatives provide a framework for rapid market development as well as the requirement to act: among them, the directive on "Energy Efficiency and Energy Services" which requires National Energy Efficiency Action Plans as well as the recent decision of the European Council to improve energy efficiency by 20 % until 2020. Therefore, in all member states, but also in many regions and municipalities, strategies and programmes are currently under preparation to help companies, private households and public bodies to decrease their energy costs. The emerging new markets for energy services offer enormous opportunities for employment, innovation and economic growth in Europe. Following the success of the first two "European Energy Efficiency Conferences", held in 2006 and 2007 in Wels which each attracted over 550 participants, the conference will address economic, technical, political, legal and institutional questions relating to energy efficiency, with a special focus on how public bodies, private households and businesses can reduce their energy costs and profit economically and at the same time protect the environment and the climate.
